Education and Training Advisory Committee
Addressing Public Health Workforce

Committee Background
Beginning in July 2005, the Wisconsin Division of Public Health (DPH) under State Health Plan guidance convened an Education and Training Advisory Committee (EdTRAC) to begin development of a statewide forum to address public health workforce education and training needs.

Committee Scope
EdTRAC will provide a statewide forum in which to collaborate and share in the development, organization, coordination and delivery of public health workforce education and professional development. The Advisory Committee will be informed through the forum and focus group feedback. Committee recommendations will assist partners having key roles in education and training address the wide array of needs throughout Wisconsin related to the development of a competent and sufficient public health workforce.

Committee Purpose
EdTRAC has been formed around two principal objectives:
(1) to contribute to the State Health Plan system priority objective to “create an Education and Practice Forum to assure a competent public health workforce through a collaborative information and education network for workforce preparation, support of current practice, and continuing education”, and

(2) to systematically approach the multidisciplinary training and education needs of our public health system partners relative to emergency readiness.

Addressing the needs of Wisconsin ’s Public Health Workforce
As outlined in Healthiest Wisconsin 2010 a competent and sufficient workforce is an essential component of Wisconsin’s public health infrastructure. There must be a sufficient number of competent workers in Wisconsin’s communities to carry out the core public health functions and essential public health services.

Developing a "Sufficient and Competent Workforce” for public health is System Priority #4 in the State’s Health Plan, Healthiest Wisconsin 2010. Toward improving the educational system for public health workers, the plan specifies that -

  • Institutions of higher education and technical colleges must develop curriculum that include a focus on the public health system and statewide health priorities and that address the core public health competencies appropriate for the health professional’s level of function.
  • Institutions of higher education, technical colleges, governmental public health agencies, and public and private organizations must partner to provide continuing education opportunities and ongoing skill development education and training for public health professionals and community workers. This must include content in the contemporary practice of public health, and data-based and system-based practice interventions at the individual, family, and community levels.

Wisconsin ’s Public Health System
Wisconsin ’s Public Health System is a partnership between local communities, statewide organizations and governmental public health agencies. The Wisconsin Department of Health and Family Services (DHFS) organizes its statewide resources into a central office in Madison at the Wisconsin Division of Public Health (DPH) and five Regional Offices located in Eau Claire, Green Bay, Madison, Milwaukee and Rhinelander. At the local level, the public health system consists of 94 local public health departments, 11 tribal health centers along with public health preparedness regions comprised of twelve regional Consortia who serve local health departments and tribal health centers and seven Hospital Preparedness Regions serving hospital health care systems.

Committee Member Background
EdTRAC members represent diverse, multidisciplinary stakeholders having a role in preparing the public health workforce to deliver essential public health and public health preparedness services and include members from positions in state and local public health, Wisconsin associations and organizations representing healthcare professionals and public health professionals, Wisconsin's technical college and university institutions, governmental agencies and others. Committee strength draws upon the broad collaboration, experience and commitment of its members to provide guidance to public health education and training activity in Wisconsin.

Committee Coordination

The Wisconsin Area Health Education Center (AHEC) Program Office, housed within the University of Wisconsin Medical School, provides coordination for committee activity in conjunction with the Wisconsin DPH.
